Main opposition Akel confirmed it has been preparing a number of proposals on ways to boost democracy and transparency and one of them is limiting the term of independent officials such as the Attorney-general and the Auditor-general who currently remain in office until retirement, it was reported on Tuesday.
Akel spokesman Stefanos Stefanou told Politis radio that his party is positive to the restriction of terms of a number of institutions including independent officials and their deputies, as many years in a stint could create problems. Interchangeability of officials, he said, strengthens both democracy and transparency.
He added that this practice is also applied by his party as regards a limit on Akel members holding public office such as MPs and mayors.
Stefanou also said that Akel’s Political Bureau would like to see more specific criteria on the minimum qualifications of independent officials as at the moment for the appointment of the AG the Constitution refers to provisions concerning Supreme Court judges who are chosen “among legal experts of the highest professional and moral level.”
Akel feels that such officials must not be active members of political parties to avoid taking sides, with sources within the party referring to the former deputy AG Rikkos Erotokritou, Politis said.
Last week, according to Politis, the House legal affairs committee discussed another bill by Akel on limiting the term of the President and of MPs, which had been tabled for discussion in 2013. Akel filed with the same committee another bill on incompatible offices.
The AG and the Auditor-general and their deputies are appointed by the president and serve until their retirement.
