Safety measures for those wanting to view overflowing dam
Authorities on Thursday advised that precautions are already in effect at the Asprokremmos reservoir, for the safety of people visiting the site to watch it overflow, which is expected to occur sometime in the next few days.
The road above the reservoir will be closed to all vehicles from February 28 and for as long as the dam overflows so that pedestrians can move about safely. Vehicles will be diverted to the old Paphos-Limassol road.
Access to the reservoir by private vehicle will be allowed only from the western side (Xeros Potamos bridge), while access by bus and other large vehicles will be permitted only from the east side (Nikoklia road).
Street vendors will only be allowed to set up off the roads.
On Tuesday the reservoir was filled at 93.3 per cent of capacity. The last time it was full was in 2012.

President of the supreme court Myron Nicolatos on Thursday recused himself from the panel of judges hearing the state’s appeal against the acquittal of two former Bank of Cyprus officials.
Nicolatos announced he would be stepping down from the proceedings, being adjudicated before the supreme court, after attorney-general Costas Clerides raised the matter.
Clerides, representing the state, requested Nicolatos’ recusal, arguing that there were questions surrounding the judge’s “objective impartiality”.
Nicolatos himself rejected any doubts over his impartiality, but said he would recuse himself regardless.
As such, the panel hearing the appeal needs to be reconstituted.
Earlier this year, allegations surfaced that Nicolatos’ daughter and sister had benefited from out-of-court settlements with the Bank of Cyprus (BoC).
Nicolatos had also adjudicated in an appeal filed by former BoC CEO Andreas Eliades who had been jailed for market manipulation.
In a 2 to 1 decision, the three-bench court had found that the bank and Eliades, although they had made false representations about the financial status of the bank, did not do so with intent to manipulate the market but rather to ‘reassure’ shareholders.
The casting vote, which benefited the bank, belonged to Nicolatos – leading to murmurs of a quid pro quo between the judge and the lender, and the suggestion that Nicolatos ought to have recused himself from those hearings.
The appeal now being heard at the supreme court concerns a different case against the bank. It relates to the third case filed by the state, where it’s alleged that BoC executives conspired to reclassify the lender’s holdings in Greek bonds with intent to defraud investors.
Two former executives, Eliades and Yiannis Kypri had been acquitted in the same case.
The trial before Nicosia criminal court continues for the remaining defendants. But Eliades and Kypri could return to the dock should the state successfully appeal their prior acquittal.
The matter of Nicolatos’ recusal ties in to incendiary allegations made by the attorney-general’s brother back in December.
On Facebook, Nicos Clerides – himself an attorney – upset the apple cart by asserting that most supreme court judges have either direct or indirect familial ties to a top law firm, Chrysafinis & Polyviou LLC, hinting at conflict of interest.
The law firm represents Bank of Cyprus in all its court cases.

KOA pledges to amend its spendthrift ways
The Cyprus Sports Organisation (KOA) pledged on Thursday to reduce waste as its spending spree came under the scrutiny of lawmakers.
“Public moneys are sacred. I shall cut the hands off those who dip into the honey jar,” vowed KOA chairman Andreas Michaelides.
He was speaking at the House watchdog committee discussing the auditor-general’s 2017 report on KOA, the umbrella sports organisation.
Among the items highlighted in the report: a long-standing financial dispute between KOA and Strovolos municipality.
Rather than charge the sports clubs the entertainment tax for using the GSP stadium as their venue, the municipality sent the invoice to KOA.
“Instead of private companies [the clubs] being charged, we were charging a public-law entity,” said auditor-general Odysseas Michaelides.
The dispute ended up in court, with the taxpayer footing the bill for legal expenses.
This was more money down the drain, Michaelides noted, urging the government to step in and take executive action to put an end to the disagreement.
Elsewhere, the audit office flagged schemes subsidising individual athletes or sports clubs.
The watchdog found, for instance, that a scheme for the professional rehabilitation of athletes was being milked for all it was worth.
The audit office identified four athletes who were getting paid under the scheme despite working part-time only, or even not being gainfully employed at all.
“As a matter of principle, we consider it unacceptable that athletes are being paid without them actually working. It’s inconceivable that someone is getting €40,000 for hanging out at the cafes,” Michaelides remarked.
Moreover, professional rehabilitation schemes should be amended so that individuals benefit for a limited time only – a maximum of six years – rather than until the age of retirement, as is the case now.
Money was also being wasted on government grants to sports clubs. In 2017, some €3.8m in taxpayer money was spent on grants, plus another €1.4m on policing.
Michaelides proposed that overtime pay for police officers guarding sports venues should be paid directly by the clubs, who would then file for refunds from KOA.
It also emerged that the Football Association is refusing to be audited by KOA.
As usual, the Cyprus Olympic Committee was mentioned, with Michaelides describing it as “a state within a state”.
The Cyprus Olympic Committee has already spent half a million euro in interest payments on its new building.
MPs also heard that several sports venues and gyms across the island operate despite lacking a final certificate of approval.

5-8 trillion cubic feet gas find ‘encouraging’ says energy giant
Cyprus and ExxonMobil on Thursday announced a natural gas find estimated at between 5-8 trillion cubic feet (tcf) in an offshore field inside the island’s exclusive economic zone.
The discovery was made in the Glafcos-1 well in Block 10 of the EEZ.
“Based on preliminary interpretation of the well data, the discovery could represent an in-place natural gas resource of approximately 5 trillion to 8 trillion cubic feet (142 billion to 227 billion cubic metres). Further analysis in the coming months will be required to better determine the resource potential,” the company said in a statement.
“These are encouraging results in a frontier exploration area,” said Steve Greenlee, president of ExxonMobil Exploration Company. “The potential for this newly discovered resource to serve as an energy source for regional and global markets will be evaluated further.”
Glafcos was the second of a two-well drilling programme in Block 10. The first well, Delphine-1, did not encounter commercial quantities of hydrocarbons, the company said.
It is the second big find following Noble Energy’s discovery of 4.5 tcf in 2011 in the Aphrodite field in Block 12.
Speaking at a press conference in Nicosia, energy minister Giorgos Lakkotrypos said Glafcos is the largest discovery so far in the EEZ and according to official data one of the greatest discoveries in the world in the past two years.
“The results,” he added, “demonstrate the potential of our EEZ because it is a high-quality reservoir.”
ExxonMobil’s vice-president for Europe, Russia, Asia, the Pacific and the Middle East, Tristan Aspray said he was very encouraged by the discovery and added that in the coming months, there would be an appraisal drilling, in order to determine the full potential of the field.
Exxon is operator in Block 10 and holds a 60 per cent interest in the licensed acreage, with Qatar Petroleum International Upstream holding the rest.
Aspray sounded upbeat on the block’s prospects, noting that one commercial discovery in two attempts is highly encouraging, considering the average success rate worldwide is one in four.
Responding to questions, the Exxon executive hinted the company was eyeing further explorations offshore Cyprus, adding that these would likely take place next year.
Exxon is interested in “other opportunities” in Cyprus as well as the broader eastern Mediterranean, he added.
The US energy giant has publicly stated its interest in building a liquefied natural gas (LNG) plant on the island should enough quantities be discovered. Gas from reservoirs is piped onshore to an LNG facility where the gas is liquefied so that it can be re-exported via tanker.
Asked if the Glafcos find puts the LNG option in play, Aspray said it was too early to tell as additional quantities would need to be discovered.
The capacity of an LNG plant typically ranges from 10 to 15 tcf; the Glafcos reservoir falls well short of that.
Aspray said his company was fully aware of political tensions in the region when they were bidding for Block 10.
He noted that Block 10 does not in any case lie within a “disputed” area in the eastern Mediterranean. Regardless, Exxon would fulfil its programme in Cyprus and meet all its contractual obligations.
The true size of the Glafcos reservoir remains to be determined. The 5-8 tcf range cited by Exxon signifies there’s a 75 per cent probability for the gas to be on the lower end, 25 per cent on the higher end.
Moreover, the 5-8 tcf cited does not specify whether these are recoverable quantities.
But it would still make it the largest find to date in Cyprus’ EEZ. The Aphrodite field holds 4 to 4.5 tcf, while Calypso in Block 6 is believed to hold 3 to 4 tcf, according to industry chatter.
Initial statements last year that Calypso – drilled by ENI – held 6 to 8 tcf, proved to be very premature, energy analyst Charles Ellinas told the Cyprus Mail. An appraisal well at Calypso is still pending.
By comparison, Zohr, a supergiant gas field discovered by ENI in 2015 in adjacent Egyptian waters, holds an estimated 30 tcf of resources in place.
And Israel’s two largest discoveries – Leviathan and Tamar – hold 22 tcf and 10 tcf, respectively.
Being on the same order of magnitude in terms of size, Glafcos and Calypso face similar challenges in terms of their development as standalone projects.
According to Ellinas, ENI may decide to link up Calypso to Zohr itself. Due to their proximity, the two fields need only be connected by pipeline, with the aggregated gas pumped ashore to Egypt’s Damietta LNG plant, in which ENI has a stake.
Depending on what the future has in store in Cyprus’ EEZ, one can’t rule out the possibility of Exxon’s smaller Delphine-1 reservoir likewise being linked up to Zohr.
“Exxon always go for big. So my best guess is that they’ll ‘sit’ on Glafcos until more gas is discovered. They’re not in a rush, and besides they’ve got other projects going on elsewhere,” Ellinas said.
On the value of the Glafcos find, using today’s LNG prices ($6 per mmbtu) and assuming a conservative 5 tcf of gas, the expert said it would be worth close to €30bn.
But, he stressed, that was a theoretical estimate.
Under the same hypothetical scenario, the profits from developing Glafcos with an LNG plant would come to some $5bn, as infrastructure costs would have to be deducted from the $30bn.
The LNG plant alone would cost around $15bn; on top of that, there is the cost of liquefying the gas as well as shipping.
Shipping the gas off to Asia markets alone would shave off $1 per mmbtu.
“The news today is certainly positive and there is good cause for optimism,” summed up Ellinas.
“But we must be patient. It will take the better part of 10 years from now for an LNG facility to go operational. Don’t expect the money to flow in tomorrow.”

Foreign Minister Nikos Christodoulides and his Sri Lankan counterpart Tilak Janaka Marapana said on Thursday that the two countries were opening a new chapter in their bilateral cooperation, while inaugurating Sri Lanka’s consulate office in Nicosia.
“After the establishment of diplomatic relations between the two countries in 1963, our relations are growing steadily,” Christodoulides said in his address at the ceremony.
In their meeting on Wednesday, the two foreign ministers discussed ways of enhancing cooperation in the trade, tourism, investment and education sectors, Christodoulides added.
Despite the 5,680km which separate the two countries, Christodoulides said, “we share many similar ideas and principles which guide our close cooperation in many international organisations and associations, such as the UN and the Commonwealth.”
Christodoulides said that the presence of the Sri Lankan community on the island had also contributed to the strengthening of the ties between the two countries.
At the beginning of the ceremony, Sri Lanka’s flag was raised outside the consular premises and the national anthems of the two countries were played. The foreign ministers also unveiled the Consulate’s plaque and lit a traditional candelabra. A Sri Lankan couple in traditional attire presented folk dances before guests.
The ceremony was also attended by Daya Srikantha John Pelpola, the ambassador of Sri Lanka to Cyprus, resident in Rome, who thanked previous honorary consuls for their services and expressed confidence that bilateral relations will be enhanced further.
Meanwhile on Thursday, the cabinet approved the appointment of the first ever Saudi Arabian ambassador to Cyprus, Khaled Mohammed Ismail Badawi Al Sharif.

Drugs suspect arrested after raid on ‘fortress’ home
Police on Thursday arrested a 27-year-old man during a raid of his fortress-style home in Nicosia in connection with drug offences and the recent death of a 35-year-old man.
The raid was carried out together with the counter terrorism unit at the home in Anthoupolis, which authorities said resembled a fortress with cameras and security doors.
Police said the suspect, who has not yet been named, had five additional arrest warrants pending against him in connection with drug offences. His house was designed in such a way to prevent anyone from going in without being noticed.
Drug squad chief Stelios Sergides said the suspect allegedly supplied drugs to young kids and his “actions were a danger for public health and safety”.
The man was also wanted in connection with manslaughter over the death last week of a 35-year-old whose lifeless body was found in a field on the Anthoupolis-Ayion Trimithias road with a syringe next to him.
Sergides said police entered the house by breaching a window and a wall after the suspect had refused to let them execute a search warrant.
Officers found cash, narcotics and jewellery inside. They also seized security cameras, which had been pointed towards public areas outside.
The suspect had tried unsuccessfully to get rid of the drugs by burning them in a fireplace.

Which are Cyprus’ cheapest supermarkets?
A survey by the consumer service of the Commerce Ministry has compared prices for basic products at a number of supermarkets in all districts as part of a regular Price Observatory.
The survey covered a total of 401 products but varied from district to district. It was carried out between February 25 and 26.
In Nicosia, Athienitis supermarket housed in the recently opened Nicosia Mall was the cheapest for a basket of the same 51 products. Sklavenitis was second, Ioannides third, Metro fourth and AlphaMega in Engomi fifth.
In Limassol for a basket of the same 64 products, Sklavenitis was the cheapest, followed by Metro, Lyssiotis, AlphaMega, Papantoniou and Papas.
In Paphos the survey covered 81 products. Sklavenitis was the cheapest, followed by AlphaMega, Philippos, Papantoniou and P. Papamichail.
In Larnaca the survey covered a basket with 47 products. Stelios was the cheapest, followed by Sklavenitis, Metro, Alambritis and AlphaMega.
Finally in the Famagusta district for a basket of 76 products, Kokkinos was the cheapest followed by Sklavenitis, Metro and Litsa.
The survey is carried out using the bar code of each product so as to minimise a possible comparison of products that may not be identical (eg parallel imports), the consumer protection service said.
In addition any product which is on special offer in any of the supermarkets on the day of the survey is excluded.
The consumer protection service noted that the products differ from district to district. They also differ from products selected for previous surveys. “Therefore any comparison of the total cost of the products of one Price Observatory with previous ones or with those of different districts should be avoided,” it said.
It added that consumers should also take into consideration the price index and the number of products which are cheapest at each supermarket.
But it clarified that the Price Observatory aims only to inform and assist consumers and in no way constitutes advice. It is not intended to and does not replace the market surveys consumers must carry out based on their own preferences and needs nor do the Price Observatories aim to tell consumers where to shop.
