Facebook gives first look at its promised overhaul

Facebook Inc on Tuesday debuted an overhaul of its core social network and introduced new business-focused tools, the first concrete steps in its plan to refashion itself into a private messaging and e-commerce company.

“We believe that there is a community for everyone. So we’ve been working on a major evolution to make communities as central as friends,” said chief executive Mark Zuckerberg, speaking at Facebook’s annual F8 conference, where the company gives developers a peek at new product releases.

Onstage, Zuckerberg unveiled a fresh design for the world’s biggest social network that de-emphasized its News Feed to instead feature services like its messaging app, online marketplace and video-on-demand site.

Other Facebook executives introduced changes within the Messenger and Instagram apps aimed at helping businesses connect with customers, including appointment booking and enhanced shopping features as well as a tool to lure customers into direct conversations with companies via ads.

Zuckerberg identified private messaging, ephemeral stories and small groups as the fastest-growing areas of online communication. The social media company is also working on “LightSpeed” in order to make its Messenger app smaller in size and faster.

Facebook would also introduce Messenger for Mac and Windows, Zuckerberg said. Facebook will also launch a new feature called “Product Catalog” for WhatsApp Business.

Zuckerberg in March promised changes to the advertising-driven social media company as it was under regulatory scrutiny over propaganda on its platform and users’ data privacy. Facebook’s News Feed continues to draw ad dollars but user growth in its most lucrative markets has slowed.

“We’ve shown time and again as a company that we have what it takes to evolve,” Zuckerberg said on Tuesday.

MAKING MONEY

The question hanging over Zuckerberg’s plan is how the company will make money off its new business model.

Facebook pulled in nearly $56 billion in revenue last year, almost of all which came from showing ads to the 2.7 billion people who access its family of apps each month.

But Facebook is no longer adding many new users in the United States and Europe, its most lucrative markets, and it must find additional sources of revenue if it is to sustain growth.

The product releases at F8 indicate its answer involves efforts to keep users on its apps for longer, coupled with e-commerce tools Facebook is hoping businesses will pay to use.

Features that drive the most user engagement, like Stories and videos, are being decked out with new tools and given increased prominence across the platforms.

One such tool will allow users to watch videos together in Messenger, while also viewing each other’s reactions in simultaneous texts and video chats.

Facebook Dating will be expanded into 14 new markets, including places in Asia like the Philippines where Facebook has high user growth.

The company is also courting businesses, giving them ways to chat with customers and conduct transactions, similar to how consumers in China are already shopping on services like WeChat.

Instagram is expanding a sales system introduced last month, allowing public figures, known as influencers, to tag products in their posts so fans can buy them right away.

Sellers on Marketplace will likewise receive payments and arrange shipping directly within Facebook.

Mitsero murders: No results after 17th day of search for victims

A search at two locations for three murder victims ended on Tuesday with no result, the Cyprus News Agency reports.

Authorities are searching Kokkini Limni (red lake) at Mitsero and Memi lake at Xyliatou where a 35 year old army officer has told police he disposed of the bodies of his victims.

The Cyprus News Agency said the search at Kokkini Limni will continue until Saturday using a robotic camera. After that, sonar equipment being delivered from the US will be used.

The search at Memi lake in Xyliatou where divers have been taking turns combing the lake will continue tomorrow, after which preparations will be made to use sonar equipment.

A team of experts from Scotland Yard, who arrived in Cyprus to help the investigations, visited the two lakes today and were briefed on the course of inquiries.

Police spokesman Andreas Angelides told reporters earlier today that the search will continue for as long as necessary.

The suspect has reportedly confessed to killing five women and two children. Four bodies have been recovered — two from an abandoned mine shaft in Mitsero, one from a dry well at Orounta firing range and one from Kokkini Limni where the suspect said he dumped three bodies. He has told police he threw the body of a six year old girl at Memi lake.

The search has been hampered by poor visibility and difficult topography. The water at Kokkini Limni is also toxic, making the search effort even more challenging.

A friend of Romanian national Livia Florentina Bunea, 36, who is believed be the first victim of alleged serial killer Nicos Metaxas, along with her eight-year-old daughter, Elena Natalia, said on Tuesday police did not even call her in for a statement when she reported the mother and child missing back in 2016.

The revelation came as calls went out anew on Tuesday for the resignations of the justice minister and the police chief.

The woman told state broadcaster Cybc television on Tuesday that Bunea, who went missing with her daughter in September 2016 with Elena Natalia, had no reason to up and leave as per the police belief that she had probably crossed to the north.

“Her life had changed for the better from the day I met her until the day she had disappeared,” the woman told CyBC, adding that she didn’t believe for a minute that she had decided to leave.

With help from her neighbours and other individuals and organisations, the woman said, Bunea was able to get state support for her daughter who was suffering from a number of health issues and enroll the child in a state school.

“After she disappeared and did not respond to our messages, we knew there was something wrong,” the woman said.

She added that all their things were left behind in the house, while Bunea’s own mother, with whom she had daily contact had no idea where they were and was too looking for them, as was Bunea’s ex-husband.

“They (police) never asked me for an official testimony, they were reassuring us they are doing their job, ” she said, adding that she had received the same response as journalist Gogo Alexandrinou who had tried to help at the time as well as Yiota Papadopoulou, the wife of Diko leader Nicolas Papadopoulos when she called to enquire about the case.

“We have valid information that she crossed to the north, it’s what they said,” the woman said.

When police spokesman Andreas Angelides was called late in 2016 to speak on Alexandrinou’s live news programme to inform the public on the ongoing investigation, he said that “there is no evidence to point us towards a particular direction.” He reportedly said police had checked their home and that they had left.

However, TV footage only last week when the mother and daughter’s names first came up as possible victims of the suspected serial killer, showed their home did not look as if anyone had left, and their clothes were still there. A bottle of medicine could also be seen on the table, believed to have belonged to Elena Natalia.

Police Chief Zacharias Chrysostomou has appointed a three-member committee to determine whether there had been missteps by the police in the initial probes into the disappearances of the victims.

Head of the Friends of the Police association, Neofytos Papamiltiadous, told CyBC that it would have been best for the cabinet and the attorney-general to have appointed the committee, adding that its members ought not to have come from the police force. He expressed however conviction that the findings of the committee would shed light on the truth.

But main opposition Akel, fearing that this probe might not be impartial, has registered the matter with the House human rights committee.

Akel deputy Aristos Damianou told CyBC that the investigation launched by the police could not be truly unbiased, therefore there was need for the “necessary political and parliamentary probe.”

He said that police have had the ability the past few years to receive records of all the social media content and wondered whether they examined the content of those platforms after reports of missing women started coming in.

The excuse given by the police that their hands are tied in such cases because they cannot access the personal data of missing persons such as phone and email records has no grounds, Damianou said. In Bunea’s case, he said, police said she crossed to the north but failed to even do the basics such as check through the UN.

“Insufficiency, racism and criminal neglect, gave ample time a killer to become a serial killer,” Damianou said, adding that the police chief and justice minister must resign for reasons of culpability.

Disy deputy leader Giorgos Georgiou too said that there were many questions that needed answers but that the police chief and justice minister did not bear personal responsibility for the handling of the cases but they did bear the ultimate responsibility as superiors of the police force.

It was however, a personal matter if they decide to resign or not, he said.

Georgiou said that among the questions that needed to be answered was whether police had noticed that there were several disappearances of persons over time and that they seemed ot be only women and foreign nationals. “Did they examine the conditions around their disappearance, or that they did not contact even those close to them? Did they ask the help of the bicommunal committee on crime, or authorities of the countries of these persons?” he asked.

No court would deny issuing a decree for revealing the phone communication data of these persons, he said. Georgiou said his party would raise an issue in parliament on procedures followed by the police in cases of missing persons and the need to make legal and constitutional amendments.

The progression of per-capita GDP in Cyprus compared to the EU average “reflects the severe impact of the economic and financial crisis on the Cypriot economy,” but even so the metric has grown by 31 per cent in the period 2003-2018, according to data published Tuesday by the European Commission on the occasion of the 15th anniversary of the EU’s large-scale enlargement in 2004.

According to the Commission, €1.7bn was invested in Cyprus over the period 2004-2020 under European structural and investment funds, and €98m from additional investments mobilised in Cyprus under the ‘Juncker Plan’ from 2014.

The Commission noted that since the start of its 2014 mandate, European structural and investment funds as well as the Juncker Plan have supported 407 small and medium-sized enterprises in Cyprus.

From 2014 onward, the EU has provided structural funding equal to 20 per cent of all public investment in Cyprus.

The EU is investing the equivalent of €1,069 per Cypriot citizen in structural funding.

Cyprus was one of 10 countries that joined the EU in 2004. To enable these states to catch up with the EU average in terms of growth and income, the EU invested massively via its Cohesion Policy and, since 2014, via the Investment Plan for Europe, the Juncker Plan.

President of the European Commission Jean-Claude Juncker said: “The decision in 2004 to embrace 10 European countries was a great moment for our continent and a great moment in history. The accession of the Central and Eastern European countries, and the courage of their people in preparing for that accession, is what allowed us to reconcile our continent’s geography with its history. I remain an ardent fan of enlargement today.”

The Commission also reported that the EU is funding the construction of a new library at the University of Cyprus. It is also funding e-learning services for the Cyprus University of Technology, and funded major urban regeneration projects in Limassol.

In addition, the Commission cited the example of Engino, a Cypriot start-up that exports gadgets to more than 50 countries. According to the Commission, “its products include simple devices, solar panels and wireless robotics, they are all environmentally friendly and use recycled plastic, sustainable beechwood and motors powered by solar panels rather than batteries.”

An EU loan helped the company build new facilities and upgrade its equipment.

Lastly, Cyprus was allocated €150.8m under the EU Horizon 2020 Research and Innovation Programme. Under Horizon 2020, a program called ‘Spreading excellence and enlargement’ is intended for capacity building in universities and research organisations.

Foreign nationals are reportedly scrambling to acquire Cypriot passports via the citizenship-by-investment scheme, ahead of tighter criteria kicking in on May 15.

According to daily Phileleftheros, the rush will likely result in prematurely reaching the ceiling of 700 naturalizations granted per year.

Citing the ‘Cyprus Real Estate Market Report’ by KPMG, the paper said the uptick in applications was especially noted in the last quarter of 2018, when purchases of properties valued at €1m and above increased by 27 per cent compared to the last quarter of 2017.

Of the 730 transactions – worth €1m and over – occurring throughout 2018, more than a third were executed in the fourth quarter.

Although the new criteria for the scheme start applying on May 15, it is possible that a slight extension may be granted to certain applicants – for instance those who already possess a bill of sale for a property but have not managed to file all the required paperwork by that deadline.

In these cases, if an applicant submits the bill of sale prior to May 15, but not the other documentation, his or her application for naturalization could be assessed based on the existing, looser criteria.

Back in February – and following criticism about lack of transparency from quarters overseas – the government introduced changes to the citizenship-by-investment programme, tightening up requirements.

Among the changes are stricter criteria for applicants who will undergo background checks by a specialised foreign firm. Applicants will also be obliged to already possess a Schengen visa – a short-stay visa that allows a person to travel to any members of the Schengen Area for up to 90 days for tourism or business purposes.

Applicants who have already been rejected by other EU states will be excluded.

Also, the fees payable to the government will go up by €75,000, which will be diverted to research and development as well as to the land development organisation to fund affordable housing schemes.

In January, the European Commission warned that programmes of EU states, including Cyprus, to sell passports and visas to wealthy foreigners could help organised crime groups infiltrate the bloc and raise the risk of money laundering, corruption and tax evasion.

The warning was contained in the first report the EU executive produced over the multi-billion-dollar industry of so-called “investment migration,” which allows rich individuals to buy citizenship or residence in countries that put them on sale.

It highlighted shortfalls in the Cypriot and Maltese schemes which do not sufficiently check the origins of the wealth of individuals and do not allow their easy identification.

Although legal, these schemes are sometimes run in opaque ways and without sufficient checks on those who acquire passports and visas, the Commission said, mostly raising concerns about the programmes in Malta and Cyprus.

The investment amount is €2m if the investment is made solely in residential real estate, at least a quarter of which must be spent on a residence for life.

If not, the threshold is €2.5m, at least €500,000 of which must be spent on a permanent residence. In both cases, the requirement of a permanent residence ensures the investor remains closely engaged with Cyprus even if not actually obliged to live on the island.

50 polling stations to operate for Turkish Cypriots included in special electoral roll for EP elections

The Chief Returning Officer has announced the 50 special polling stations that will operate for the Turkish Cypriots automatically included in the special electoral roll for the May 26 European Parliament elections.

In the Nicosia district two polling stations will operate in the Kato Pyrgos Gymnasium, two in the Flassou Community Council, seven in the Astromeritis Primary School, eight in the Multipurpose Centre of Ayios Dhometios, four in the School for the Deaf, six in the Headquarters of the Department for Urban Planning and Housing and eight in the Faneromeni Gymnasium.

In the Larnaca district there will be four polling stations located in the Regional Lyceum of Livadia.

In the Famagusta district three polling stations will operate in the Aheritou Primary School, three in the Second Deryneia Primary School, and three in the Public and Community Kindergarten of Deryneia.

Venezuela’s Guaido calls on troops to join him in uprising against Maduro

Venezuelan opposition leader Juan Guaido on Tuesday called for a military uprising to oust President Nicolas Maduro and armed factions clashed at a protest outside a Caracas air base as the country hit a new crisis point.

Reuters witnesses said several dozen mostly young armed men in military uniform accompanying Guaido exchanged gunfire with soldiers acting in support of Maduro outside the La Carlota air base but the opposition did not appear to be about to take power by force.

Guaido, in a video posted on Twitter earlier on Tuesday morning, said he had begun the “final phase” of his campaign to topple Maduro, calling on Venezuelans and the military to back him to end Maduro’s “usurpation.”

Around three hours after his announcement, there was no sign of any other military activity. There were no immediate reports of casualties.

Security forces earlier had fired tear gas at Guaido as hundreds of civilians had joined the group, the witnesses said.

“We reject this coup movement, which aims to fill the country with violence,” said Defense Minister Vladimir Padrino.

He said the armed forces remained “firmly in defence of the national constitution and legitimate authorities,” and that all military units across Venezuela “report normality” in their barracks and bases.

The move was Guaido’s boldest effort yet to convince the military to rise up against Maduro. If it fails, it could be seen as evidence that he lacks the support he says he has. It might also encourage the authorities, which have already stripped him of parliamentary immunity and opened multiple investigations into him, to arrest him.

The United States is among some 50 countries that recognize Guaido as Venezuela‘s president, and has imposed sanctions to try to dislodge Maduro.

Oil prices topped $73, partly driven higher by the uncertainty in Venezuela, an OPEC member whose oil exports have been hit by U.S. sanctions and an economic crisis.

PRESIDENT “HAS BEEN BRIEFED”

U.S. President Donald Trump “has been briefed and is monitoring the ongoing situation,” White House spokeswoman Sarah Sanders said. The White House declined comment on whether the administration had been consulted or had advance knowledge of what Guaido was planning.

U.S. national security adviser John Bolton appeared to back Guaido’s actions on Tuesday. “The FANB must protect the Constitution and theVenezuelan people. It should stand by the National Assembly and the legitimate institutions against the usurpation of democracy,” Bolton tweeted, referring to the FANB armed forces.

A former U.S. official said that while it was unclear whether Guaido’s efforts would touch off a broader military uprising against Maduro, it appeared aimed at building momentum toward Wednesday’s May Day Street protests and making that a turning point.

Conservative Republicans in Washington welcomed the reports from Venezuela. Senator Marco Rubio, who has worked on Venezuela policy with the Trump administration, took to Twitter to urge Venezuelans to take to the streets: “Do not allow this moment to slip away. It may not come again,” he said.

Venezuelan Information Minister Jorge Rodriguez tweeted that the government was confronting a small group of “military traitors” seeking to promote a coup.

Diosdado Cabello, head of the Constituent Assembly, a legislative body that acts in support of the government, said the opposition had not been able to take over the air base. He urged Maduro’s backers to rally at the presidential palace in Caracas to support him.

Guaido, in the video on his Twitter account, was accompanied by men in military uniform and opposition politician Leopoldo Lopez, who has been placed under house arrest.

“The national armed forces have taken the correct decision, and they are counting on the support of the Venezuelan people,” Guaido said.

Guaido, the leader of Venezuela‘s opposition-controlled National Assembly, in January invoked the constitution to assume an interim presidency, arguing that Maduro’s re-election in 2018 was illegitimate.

He has been traveling outside the capital Caracas in recent weeks to try to put pressure on Maduro to step down.

PROTESTS PLANNED

Anti-Maduro protests are planned for Wednesday, including what Guaido has said will be “the largest march in Venezuela‘s history,” part of what he calls the “definitive phase” of his effort to take office in order to call fresh elections.

But Maduro, for his part, has appeared to retain control of state institutions and the loyalty of senior military officers.

He has called Guaido a U.S-backed puppet who seeks to oust him in a coup. The government has arrested his top aide, stripped Guaido of his parliamentary immunity and opened multiple probes. It has also barred him from leaving the country, a ban Guaido openly violated earlier this year.

Last week, Guaido said his congressional ally – opposition lawmaker Gilber Caro – had been detained, and that 11 members of his team had been summoned to appear before the Sebin intelligence agency.

Lopez, seen with Guaido, appeared to have left his home for the first time since being placed under house arrest in 2017, after three years in jail.

“I have been freed by soldiers on the side of the constitution and President Guaido,” he tweeted. All of us have to mobilize. It’s time to win our freedom.”

A soldier in the group with Guaido, who identified himself just as Rivas, denied government accusations that they had been tricked into backing Guaido.

“We’re all afraid,” he told Reuters, “but we had to do it”.

Spain, instrumental in setting the European Union line, said that, although it considered Guaido the legitimate leader of Venezuela, it did not support a military coup and wanted to see elections.
