Co-op employees to have two weeks to decide on voluntary retirement scheme

Co-op bank employees will have two weeks to choose whether or not to accept a voluntary retirement scheme to be presented to them on Wednesday, the shareholders of the bank decided at a meeting on Tuesday.

The scheme will be presented to 900 workers in the framework of transferring all the ‘good’ assets of the Co-op to Hellenic Bank.

The plan seeks to provide up to €180,000 of compensation to the employees, and takes into account their years of service and annual gross salary of 26 per cent. The total cost of the plan is estimated to be €128 million.

All employees of the Co-Op have the option of benefitting from the scheme, CNA reported, including those who were transferred to Altamira Asset Management.

The unions Oiyk-Sek, Pesey-Peo, and Pasydy all signed off on the scheme, and called on their members to choose to take the deal, once they have stabilised their personal finances.

Banking union, Etyk, however disagreed with the agreement, saying it was not attractive.

Cyta unions will not hold one-hour work stoppage

Unions from Cyprus’ telecommunications authority, Cyta, have cancelled a one-hour work stoppage on August 1, they said in a statement on Tuesday.

The unions had originally said: “It is truly sad that we are forced to announce a one-hour work stoppage, but unfortunately, we are left with no other choice.”

On Tuesday however, the unions said that they met with the human resources development authority, Anad, and that certain timeframes were set to solve their issues.

The unions said that they were informed of a meeting between the finance ministry and the Sek and Peo unions.  Both agreed that there would be an extension until September 30, 2018 for employees to sign collective agreements.

Greek detained for drugs in north

A Greek national has reportedly been placed in pre-trial detention in the north, following his arrest for possession of narcotics.

According to Turkish Cypriot media, the man was arrested in the northern part of Nicosia on July 24.

Police there said they found 125 grams of cannabis on his person.

At his remand hearing, the court in the north decided the suspect should be detained until his trial as he was considered a flight risk.

The court said the suspect could cross back into the south were he released.

According to the Cyprus News Agency (CNA), the man could be held in prison for up to two months until the start of the trial.

CNA contacted both the police and the Greek embassy in Nicosia, but obtained no new information on the case.

Imam urges respect for Hala Sultan Tekke complex

The Imam of the Hala Sultan Tekke mosque complex in Larnaca on Tuesday urged visitors to respect the sanctity of the place and dress accordingly when visiting.

Following media reports that there have been reactions from visitors who have been asked to wear robes before entering the grounds of the complex, Iman Shakir Alemdar said that this is common sense and not an attempt to impose Islamic regulations on anyone.

During the summer months, Imam Shakir told the Cyprus Mail, many visitors go to the mosque complex in bikinis, miniskirts and shorts.

“Basically, we have been suffering from this situation for a long time, visitors are completely ignoring the written notice urging them to enter the worship place decently dressed,” the imam said.

He added that they have been asking visitors to wear robes before entering the complex for the past couple of months. Until then, visitors were asked to cover up only before entering the mosque.

“If not asked, they enter the mosque without even removing their shoes and in beach clothes, very inappropriate clothing. They are not aware that they are coming to the holiest Muslim place of worship in Cyprus,” he said.

On why visitors are now asked to wear robes at the entrance of the complex instead of just the mosque, the imam said that the entire complex – the tekke – is a convent.

He said that some walk around the grounds of the complex half-naked and pass outside the windows of the mosque where people are praying inside.

“When people visit convents, aren’t they asked to dress decently? Why don’t they do the same here?” the imam asked. He said that the same applies for visitors to the Vatican or churches and monasteries in Cyprus.

“It is common sense. This is a universal application. We just want them to be dressed suitably to show due respect to Hala Sultan and not like they are going to the funfair,” he said.

The imam said that he has asked the antiquities department, under whose authority the mosque complex is, to install more signs on site explaining exactly what decent attire means.

He also sent a letter to the Cyprus Tourism Organisation asking them to inform travel agents and tourist guides to ask visitors to the Hala Sultan tekke to be decently dressed.

“We need to make people understand. I am a very open-minded person. We have never, ever asked anyone to cover their heads, it’s not an attempt of imposing Islamic regulations, not at all,” he said.

On reports that there have been complaints by visitors, he said: “It is us who are complaining. We are fed up with this. It’s not about visitors being happy or not, it is about a matter of entering the holiest Muslim shrine in Cyprus. It is offensive and heart breaking seeing them walking into the mosque without showing any respect.”

He added that perhaps only one per cent of the thousands of visitors at the mosque complex complain.

“We have good social relations with our visitors, but that one per cent should understand what a tekke is,” he said, adding that many visitors also join in Friday prayers.

Imam Shakir said that every Friday they cook and serve food before and after the Friday prayer which is very well received by visitors.

“We cook each week for around 150 people. Syrian refugees also come and eat, some even take food that is left with them.”

He said that authorities have responded positively to his request to better informing visitors on being dressed more decently.

The CTO replied to the imam in a letter that they would ask both the travel agents’ and tourist guides’ associations, but also the CTO’s tourist information offices in Cyprus and abroad calling for firm adherence of visitors to the dress code.

The Antiquities Department told the Cyprus Mail on Tuesday that they are taking action to address the issue.

The Hala Sultan mosque is the main Muslim pilgrimage site of Cyprus and among the most important holy places of Islam.

According to the Antiquities Department, it was built over a tomb, which, according to tradition, belongs to Umm Haram, foster-mother of the Prophet Mohammed and wife of one of the most high-ranking officers of Caliph Moawia, who led two raids against Cyprus in 649 and 650 AD. Umm Haram died as soon as she arrived on the island, after falling from her mule. The mosque was built much later, just before 1787, along with dwellings and water-cisterns. The mosque’s present plan was completed in 1816.

Lawyers dominate unveiled Golden Visa registry

The committee supervising Cyprus’s Golden Visa programme unveiled on Tuesday the registry of service providers, which includes 255 entities and individuals.

The registry includes 133 lawyers, law firms, advocates and legal services providers, 20 administrative service providers, 19 accounting, auditing and tax service providers, 19 real estate and land development companies, and other corporate, citizen and migration service and consultancy providers.

The Committee of Supervision of the Cyprus Investment Programme, as it is officially known, was introduced with a council of ministers’ decision in June and was tasked with overseeing the implementation of the Golden Visa programme. The registered service providers will have to compete for the up to 700 Golden Visas the government will grant to non-Cypriots investing at least €2 million on the island.

Registered service providers are required to comply with a code of conduct which bans them from actively advertising the Cypriot passport as a product and need to apply specific anti-money laundering practices, including know-your-customer’s-customer.

According to official documents leaked earlier this year, a total of 148 entities, mainly law firms and corporate and accounting services providers, helped foreign investors acquire a Cypriot passport. The figure also included firms with family links to the ruling elite, including current and former members of the government and parliament.

The registry includes all four major auditing firms and law firms linked to active politicians, such as Nicos Chr. Anastasiades & Partners LCC linked to President Nicos Anastasiades and Tassos Papadopoulos & Associates LLC, linked to Diko chairman Nicholas Papadopoulos

Government considering its gas options

The government is said to be mulling its options after the consortium holding the license for the Aphrodite gas field proposed amending the revenue-sharing agreement with the Cypriot state.

Under the proposal recently floated by the consortium of Noble, Shell and Delek, the overall long-term revenues to the state would decline by €2.3 billion – according to daily newspaper Politis – or by up to 20 per cent compared with the current contract, daily Phileleftheros reported.

On Monday, energy minister Giorgos Lakkotrypis gave a behind-closed-doors briefing to MPs on the overall state of play in the hydrocarbons sector, with emphasis on Aphrodite gas.

According to information that has leaked, Lakkotrypis told lawmakers the government rejects the consortium’s specific proposal.

But for the time being the government wants to continue talks with the companies, so that the two sides can bridge the gap.

This is seen as preferable to the other alternative – the government dismissing outright the companies’ proposal to amend the production-sharing contract (PSC). Such a course of action would delay development of Aphrodite by eight to 10 years, thereby excluding the possibility of exporting the gas to Egypt, which is fast becoming energy self-sufficient.

The other option would be for the government to unilaterally withdraw from the PSC, which would result in drawn-out arbitration and litigation with doubtful prospects of success for the state.

Neither of these two options are desirable, Politis said.

Lakkotrypis is said to have told MPs that a preliminary agreement signed between the companies and a liquefaction terminal in Egypt was made possible due to rising oil and gas prices.

However, the companies reportedly claim that this deal still does not secure them a satisfactory return on investment.

They have therefore proposed that the PSC for Aphrodite be amended so that certain provisions are aligned to the PSCs that the state concluded in the second and third hydrocarbon licensing rounds.

The PSC for Aphrodite was signed during the first licensing round.

According to Phileleftheros, the amendments sought by the consortium would see the companies receiving a bigger share of revenues when oil prices are lower, and the government receiving a larger share when prices are higher.

Actual sales of gas from Aphrodite are expected to last from 15 to 20 years.

It is understood that, in either case, the revenues to the Cypriot state will grow over time as the companies recoup their investments for drilling and developing the gas prospect.

Lakkotrypis presented MPs with different revenue scenarios, based on oil prices, and laid out the government’s ‘line in the sand’.

Phileleftheros said that under present conditions and based on the current PSC, the state is estimated to earn some €19 billionn over a 20-year period.

Under changes to the PSC which the government is willing to consider – its ‘red line’ – these revenues would drop by 10 per cent.

By comparison, the companies’ proposal would see the state’s revenues decrease by 20 per cent, based on oil at around $60 a barrel.

Lakkotrypis agreed to begin a round of meetings with political parties to discuss the issue and get feedback. The meetings will reportedly be taking place in August.

Later, in September, the minister will reportedly be summoning representatives of the Aphrodite consortium for new talks, aimed at hammering out a revised deal.

Low oil prices and disagreements over revenue-sharing are not the only issues holding back development of the gas field, discovered in December 2011.

In addition, Israel is said to be demanding 5 per cent of more of the production from the distribution of natural gas from Aphrodite.

Since the gas in the Yishai gas prospect on the Israeli side of the reservoir is part of a single geological reservoir, its production depends on agreements between the two countries.

Israel and Cyprus signed a delineation agreement in 2010 but haven’t agreed to date on how to develop gas reservoirs straddling both economic zones.

Without a distribution agreement, Israel is refusing to allow Cyprus to develop Aphrodite, because pumping gas from it will also cause gas to be pumped from the Yishai prospect.

Woman reports €117,000 scam to Paphos police

Paphos police are investigating a complaint by a woman that she was scammed out of €117,000 by a person she met on social media.

The 63 year old told police that she had met a man on a social media platform two years ago who told he was a doctor working with the UN in Syria.

In February 2018, he said that because of the situation in Syria and because he feared for his life, a person would bring over his salaries to be deposited in a Cyprus bank and in the event something happened to him she was to send it to his children in England.

In April, she received a call from an unknown person who said he was coming to Cyprus to deliver the money to deposit. But a few days later, he called again to say he was at the airport in the Turkish occupied north and was not allowed to leave unless he paid €57,000 and asked her to send him the money to an account.

She contacted her friend who assured her that the second person would return the money so she transferred the money. Over the next few days, under different pretexts the man was able to persuade the woman to send him an additional €60,000.

When the woman realised she had been scammed she lodged a complaint with police.

Economic sentiment improves in July

In July 2018, the economic sentiment in Cyprus improved as the Economic Sentiment Indicator (ESICypERC)
increased by 2.0 points compared with June 2018, the Economic Research Centre of the University of Cyprus said on Tuesday.

It said the increase was driven by stronger business confidence in services, construction and industry.

* The Services Confidence Indicator increased as a result of firms’ more optimistic views on past business situation as well as past and expected demand.
* The Retail Trade Confidence Indicator decreased marginally as respondents’ views on current stock volumes and future sales deteriorated.
* The Construction Confidence Indicator improved due to firms’ more favourable assessments of future employment plans.
*  The Industry Confidence Indicator increased due to a significant upward revision in production
expectations.
* The Consumer Confidence Indicator decreased as a result of consumers’ less favourable responses regarding their future financial conditions and the future economic conditions in Cyprus, including labour market conditions. Furthermore, consumers revised their savings expectations downwards, affecting the Indicator negatively.

Foreign minister briefs diplomats on pillars of foreign policy

Foreign Minister Nicos Christodoulides on Monday briefed Cypriot diplomats on the three main pillars of Cyprus’ foreign policy aimed at contributing to efforts to reunify the island, the government’s top priority.

Speaking during the annual meeting of the heads of diplomatic missions of Cyprus abroad, Christodoulides said the three main pillars forming the priorities of the Republic’s foreign policy are the development of bilateral and multilateral relations with the Middle East and the Gulf countries, Cyprus’ active and effective participation in European affairs and the development of alliances within the EU, and improving relations and the expansion of issues discussed with the five permanent members of the UN Security Council.

Christodoulides stressed that it is important to plan the next steps in order to strengthen and even expand relations with Middle East and Gulf countries on a multilateral as well as a bilateral level.

On effective participation in European affairs and development of alliances within the union, Christodoulides said there are some EU member states with common concerns that allow the adoption of joint actions, such as the cooperation of the Mediterranean states.

The minister did not rule out the possibility of forming alliances within a smaller group of Mediterranean states.

On relations with the five permanent states of the UN Security Council, Christodoulides said it is important to expand the agenda beyond the Cyprus problem to include other issues as well.

He added that the promotion of these three pillars of the foreign policy will inevitably enhance the efforts of the Republic of Cyprus to solve the Cyprus problem.

Akel targets shipowners’ military service exemption

Akel MP Irini Charalambidou asked Defence Minister Savvas Angelides in a letter on Monday if the public interest is being served by Attorney-General Costas Clerides after the council of ministers’ decided to exempt shipowners and their children from military service if they bring their operations to Cyprus.

The decision to grant exemptions to Cypriot shipowners and their children living abroad from the obligation to fulfil their military service was taken in 2015, and recently reconfirmed by the council of ministers.

The exemption requires that the shipowners transfer their headquarters and economic activities to Cyprus.

The decision claims to serve the public interest since it will attract foreign investment. Charalambidou has requested that the House is informed whether this reasoning has been accepted by the advocate-general.

Akel and the Citizens Alliance described the decision as ‘provocative and unacceptable’.

The Ministry of Defence has yet to release the official number of exemptions granted so far for shipowners and their children, but unofficial reports suggest that there have been very few.

Phase two of Larnaca sewerage system gets underway

Contracts worth more than €3 million for the second phase of the Larnaca sewerage system were signed on Monday.

The Larnaca Sewerage and Drainage Board signed with the construction company FAP CONSTRUCTION Ltd.

“The area of construction of contract C21 belongs to the Municipality of Aradippou, which borders with the Larnaca Municipality in the south, with agricultural land in the north and west and with the GZZ Stadium in the east,” Larnaca Sewerage Board said in a statement.

The project, which involves the construction of 15 km of sewerage pipelines, is expected to begin in September 2018 and to be completed within 12 months.

The first phase of the Larnaca sewerage system was constructed during 1992-2000, costing a total of €51 million.

The second phase, which has already begun construction in certain areas, will serve the entire municipal area of Larnaca, the tourist area of Pyla and Leivadia, up to the Larnaca-Dekeleia road, and has an estimated cost of €120 million.

Phase B will also serve the four communities of Dromolaxia, Meneou, Kiti and Pervolia, a project estimated to cost €50 million.

RCB Bank summer school begins

For the third year running RCB bank is organising an international summer school for university students in Cyprus.

This year, students from Cyprus, the UK, Poland and Russia will take part in the school with the theme ‘Global system and the banking system’ organised by the head of RCB bank Kirill Zimarin.

More than 40 students from the London School of Economics, the University of Warsaw, the University of Cyprus, the University of Nicosia, Lomonosov Moscow State University and the Graduate School of Management of the St. Petersburg State University will participate.

The school is supported by First Lady Andri Anastasiades who welcomed the pupils on their first day on Monday. In her welcoming address, she wished the students to always have goals and stay focused on their dreams. She also thanked Zimarin for the initiative and continuous support for youth projects.

“The idea of organising the summer school came to us several years ago, when students were taking internships in the bank”, said Zimarin. “We have built on our experience. I organised the first school for students 30 years ago in Moscow University with my friends I am still working with at the bank. Private educational initiatives are an effective economic tool for the improvement of the education and offer young people the opportunity to gain valuable knowledge and practical application for their future careers. We shall invest in the younger generation and help them build core values and competencies.”

According to an RCB announcement, the summer school is a social and educational platform for acquiring new knowledge and sharing experience while gathering students from different countries.

“The highly topical programme of the school implies a unique format of learning including theoretical and interactive work with lecturers, practical tasks, as well as sightseeing. Students will learn about the latest trends in the financial system and will have a unique opportunity to meet with professors from the world’s leading universities, business leaders and market experts.”

The programme ends on Sunday August 5 with a sightseeing tour around Cyprus and a dinner, and the participants from abroad are scheduled to depart the next day.

The head of the summer school curriculum is Sir Christopher Pissarides, Regius Professor of Economics at the London School of Economics and Political Science and Nobel Laureate in Economic Sciences. The RCB bank provides the financial support.

SPAR to open a supermarket in Larnaca

The international supermarket giant SPAR will open its first shop in Larnaca in cooperation with ERMES, a member of the CTC Group.

The shop will open by the end of August in the city centre of Larnaca and the group plans to open more than 20 stores across Cyprus in the short term.

The new store will be 1,300m2 with parking. A full range of products will be available but the focus will be on fresh products – fruits, vegetables, meats, fish and sea food, delicatessen, sweets, bakery products and coffee.

SPAR own-brand products will be available along with other retail brands, and the company will work with local producers to maintain its philosophy of ‘global yet local’.

SPAR first opened in 1932, and has since become the largest cooperative network of supermarkets internationally. It has now been operating for over 85 years and consists of over 12,500 stores and 350,000 employees. It is present in 48 countries on 4 continents. It serves over 13 million customers per day, and had retail sales worth €34.5 billion in 2017. The company is of Dutch origin.

Bird Life Cyprus sounds alarm over development pressure on Akrotiri Peninsula

Bird Life Cyprus has sounded a warning over the threat from development in the Akrotiri Peninsula-Episkopi Cliffs area –one of Cyprus’ most important bird sites.

In an article on its website, the NGO says that this extensive site comprises the largest complex of wetlands on the island, as well as a mosaic of coastal scrub, dunes, agricultural areas and impressive coastal cliffs that mesh together to form a unique and complex landscape. “It is, in fact, one of the most species-rich and important areas of the island for birds and other wildlife and a top destination for any nature lover,” it added.

This area is the most important wetland important bird area (IBA) in Cyprus with 300 recorded bird species. Its diversity and extent support great congregations of waterbirds in winter and spring and it supports important populations of many of the island’s key breeding speciesUp to 20,000 birds may gather at Akrotiri Salt Lake at any one time. It also it is the best site in Europe to catch sight of the Demoiselle Cranes in late August, the NGO said.

In addition, the area is a nesting site for the Loggerhead and Green turtles, while the partly submerged sea caves at Akrotiri cliffs provide one of the last remaining breeding refuges of the Εendangered Mediterranean Monk Seal on the island, as well as important roosting sites for bat species.

Yet, this natural habitat is under pressures for development, both military and civilian, including tourist developments, roads, renewable energy infrastructure and many others.

“The latest threat for this site is the huge Zakaki casino development that is to be built to the north east of the peninsula. Sadly, this development is going ahead, fast tracked with the ‘blessings’ of the Cyprus government, without any proper assessment being done on the impacts on the environment and the wildlife,” Bird Life said.

The NGO spoke of  a  very worrying frantic race for development. A golf resort next to the casino has been given the green light. South of that, the Electricity Authority of Cyprus is proposing  20MW photovoltaic park while to the east, restaurants along the Lady’s Mile beachfront are constantly expanding their parking spaces by illegally destroying the coastal sand dunes, it added

“Additional threats include the disturbance by visitors (walking, dog walkers, vehicles), off-road driving and opportunistic rallying, predation by feral cats, stray dogs and natural predators, illegal shooting and trapping, the extensive antenna installations and supporting guy wires (serious collision risk for migrating and breeding birds) and the illegal dumping of rubbish,” Bird Life Cyprus said.

Lefkara to review abandoned T/C properties

Lefkara’s Mayor and Larnaca’s district officer have decided to review abandoned Turkish Cypriot property in Lefkara and to propose to the Interior Minister that some of these houses are used for agro-tourism or offered to young couples.

Mayor Sofoclis Sofocleous told the Cyprus News Agency that the issue was discussed with district officer Odysseas Hadjistefanou with a view to such properties being renovated and used, rather than constituting an eye sore for the scenic village.

He said it was agreed that measures were needed to protect these houses from wear and tear, to support those that are close to collapse and to clean up the area.  Lefkara municipal teams do clean up regularly as the buildings in question are of architectural and cultural importance, he clarified.

The cemetery and mosque are cleaned up every year, in line with a policy to protect places of worship. He said it was agreed to review who is allowed to use these properties and under what status as decisions date back several years. It was also decided to reassess how such properties were assigned to private individuals and for some of them to be given to young couples.

The Interior Minister will be asked to declare a tender process so that some of these properties can be rented to individuals interested in using them for agro-tourism.  The funds would come from the custodian of Turkish Cupriot properties, he added.

Trump says collusion is not a crime as first Russia probe trial begins

U.S. President Donald Trump said on Tuesday that “collusion is not a crime” as the first trial in federal Special Counsel Robert Mueller’s Russia probe begins.

“Collusion is not a crime, but that doesn’t matter because there was No Collusion (except by Crooked Hillary and the Democrats)!” Trump wrote on Twitter.

The trial of his former campaign manager, Paul Manafort, on tax and bank fraud charges was scheduled to begin in Virginia on Tuesday. Mueller is investigating whether Trump campaign officials worked with Moscow to try to sway the 2016 U.S. presidential election.

While collusion is not a technical legal charge, Mueller could bring conspiracy charges if he believes there was such work by campaign members with Russia.

Trump has denied that the campaign worked with Russia to engineer his victory against Democratic candidate Hillary Clinton and bristles at the suggestion he might owe his White House victory to Moscow. Moscow has denied any meddling in the election.

Manafort, 69, faces 18 criminal counts, which center on allegations that he hid much of the $60 million he earned working for a pro-Russian politician in Ukraine in undisclosed overseas bank accounts and failed to pay taxes on it.

A Manafort conviction would give momentum to Mueller, who has indicted or secured guilty pleas from 32 people and three companies since the probe started 14 months ago

Cabinet orders review of crisis management

The cabinet on Tuesday ordered a review of crisis management plans with a view to drafting a unified strategy, updating current procedures and plugging any gaps where necessary.

Following a recommendation from Interior Minister Constantinos Petrides relating to the handling of volunteers by the volunteerism commissioner and civil defence, President Nicos Anastasiades proposed that all studies and plans concerning fires and other natural disasters be reviewed and updated.

A ministerial committee made up by the ministers of interior, defence, justice, and agriculture, has been tasked with looking into the matter and hiring consultants who will prepare a unified strategy of crisis management, update existing schemes and plug any holes.

The decision came on the heels of a deadly fire in Greece that claimed the lives of at least 91 people, with dozens still missing.

It has also been two years since a fire in the Solea area of the Troodos mountains, which killed two firefighters and destroyed over 18.5 square kilometres of forest.

Cypriot authorities have since taken some measures to avoid a repeat of the debacle, but there are still dated issues relating to jurisdiction and authority that must be addressed. One such matter is that of the interior minister being in charge of coordinating firefighting efforts, something the current minister is understood to want changed.

Deputy government spokesperson Klelia Vasiliou said the authorities are not resting despite the steps made in the past two years.

“We must become even better. The study will show the ways through which we can have a more effective utilization of the available means and resources, ensuring our country’s best interest,” she said.

How do you sleep at night? After fire, Greek opposition seeks resignations

Greece’s conservative opposition on Tuesday demanded the heads of the emergency services resign following a blaze that killed more than 90 people, decrying their “pathetic” leadership during one of the country’s worst natural disasters.

At least 91 people burned to death and scores more were injured when they attempted to flee a fire in the town of Mati east of Athens on July 23. There have been recriminations over whether an evacuation order was issued and whether rescue services responded in a timely manner.

“I really wonder how some people … can sleep today, and continue content in exercising their duties,” said Kyriakos Mitsotakis, head of the Conservative New Democracy party.

Mitsotakis, whose party is leading in opinion polls, said he failed to understand what “political responsibility” meant.

“When someone undertakes political responsibility it should be accompanied by an act, and resignation is an act of personal responsibility,” he told a news conference.

Mitsotakis appeared to be referring to leftist Prime Minister Alexis Tsipras, who has said he accepted full political responsibility, although he did not name him.

Mitsotakis also said those responsible for coordinating the fire response, including the civil protection and interior ministers and the police and fire brigade chiefs, should resign.

With a nation left numb by the horror of how hundreds were trapped by flames, and the possibility the death toll could mount, Tsipras has vowed a thorough inquiry.

Tsipras has also pledged a series of changes, including a crackdown on unlicensed construction, failings that are thought to have worsened the fire.

Unlicensed construction spanning decades is a common feature of Greece’s landscape. Many routes to the coast and the sea, where hundreds of Mati residents fled to escape, were walled off.

“Let’s separate the long-standing responsibilities for anarchic constructions from the pathetic, I repeat, pathetic administration of this crisis,” Mitsotakis said.

Tsipras declared three days of national mourning in the aftermath of the disaster, during which he was meeting aides and coordinating the rescue response. He visited the scene of the disaster on Monday, a week after the event.

Mitsotakis had visited the scene in mid-week last week, while a government minister who did visit had a heated exchange with survivors on whether aid was sent in a timely manner.

“Anger, and sympathising with another’s pain is something deeply personal. But public figures have no right to hide during a crisis. (A leader) has an obligation to take a position, and be next to people in trying times,” Mitsotakis said.
